One has to cultivate to clear level 1 and 2, meaning this person has already Yoga with Guru & the respective principal yidams and also has already cultivate Inner Tantra successfully too.
One must also be able to use the abilities of all yidams at will to solve problems situationally too.
When the time is ripe, you have no need to out Guru to give you the relevant Abhiseka, Guru will come find you!
Religious Cheats are successful because you are blinded by the 3 poisons and didn't heed Guru's statements to cultivate diligently on a regular basis.
