思 ~ to ponder upon or analyse;

修 ~ to cultivate accordingly to the deduction.

From GM Lu's December 6th's sermon:- 

心住于一念， 那个时候就是清净 - 有相清净

Heart/Mind Focus on One Thought, at that time that is Pure ~ Purity with Form.

最深的是无相清净. 一个念头都没有

The Deepest or topmost is Formless Purity - Void of all thoughts.
