I taught a fellow student whose chapter wanted to build a new temple, to just bring a map of the township where the temple is likely to be build, and show it to GM. Let GM mark the spot for the new temple.
Their problem is, they got plenty of sites and even tried to buy some, but all didn't materialise.
You should not buy the site and just show it to GM!
Since all is done, what GM can do is only to give his blessing!
